Course Aims
The delegates existing knowledge and experience will be reviewed. Targeted training content will be delivered in response to the delegate's specific needs, with the intention to reaffirm the delegate’s competence for the duties of Raising and Removal of Speed Restrictions (TR12 & TR13) in accordance with the current Network Rail Standards, Track Work Instructions and Track Engineering Forms.

• Be able to demonstrate by written assessment an underpinning knowledge of the requirements of Raising and Removing Temporary Speed Restrictions
• Be able to demonstrate the practical skills associated with the Raising and Removing of Temporary Speed Restrictions
Pre Requisite Requirements
The following pre-requisites are required for this course:-
• The delegate should have completed an Initial course in Raising and Removing Temporary Speed Restrictions and have a valid and current competency certificate. The delegate is required to evidence through TEF3203 (A-G's) carrying out 4 Handback duties in the last 12 months.
• For any standard changes, it is the sponsor's responsibility to inform the delegate on any changes and for the delegate to be suitably prepared for the theory and practical assessments to take place against the new standard. A brief recap/overview will take place on the new standard before the assessments begin but will NOT involve any training on this.
PPE Requirements
This course requires the delegate to be on or near the running line and therefore, they MUST be in possession of:-
• Valid P.T.S. Card
• Protective “all orange” High Visibility Clothing to ISO 20471
• Safety Footwear to BS EN ISO 20345
• Safety Helmet (white/blue) to BS EN 397
• General Purpose Gloves to BS EN388
• Safety Glasses BS EN166 and of Optical Class 1 with Impact Resistance F
Certification
A certificate of competence will be awarded for a period of 3 years on successful completion of the training course. The certificate will only be valid if supported by evidence of the following requirements.
The certificate will remain valid if supported by annual reviews (years 1 & 2) by the employer to confirm 4 uses of the competence. If annual reviews cannot be undertaken internally, these can be completed externally to confirm competence.
At the 3 year period, the certificate will no longer be valid but the employer will confirm competence by reissue of a new TEF3246 or TEF3306 form following a reassessment of competence as specified in NR/SP/CTM/011. Alternatively, the reassessment of competence can be undertaken externally and a new 3-year competency card would be issued on successful completion.
